Bids for the construction of the Work will be received electronically in accordance with the instructions herein until October 3, 2025 at 3:00 PM local time in Joliet, Illinois. At 3:30 PM local time in Joliet, Illinois that day, the Bids received will be opened and read in a virtual meeting at a link to be provided to the bidders submitting a bid upon receipt of said bid.
The Work includes the following:
The Suction Well, Low & High Services Pump Stations consists of a 4 million gallon below grade water storage facility and two 55 million gallon per day pump stations. The Low Service Pump Station connects to the Tunnel Extension currently under construction.
Stantec Consulting Services Inc. and Crawford, Murphy & Tilly, Inc. are the Engineers for this Work.

Obtaining the Bidding Documents
​
​Bidding Documents will be available on August 21, 2025. In order to obtain a copy of the Bidding Documents, a Confidentiality and Non-Disclosure Agreement (NDA) is required. A copy of the NDA can be requested by emailing:

Interested parties shall submit the signed copy of the NDA to Owner at:

Only contractors, vendors or material suppliers verified by the Owner to be able to provide services or supply equipment or materials of the type required for this Work will be considered eligible to receive the Bidding Documents. Each signed NDA submitted by a party requesting Bidding Documents will be reviewed by the Owner and, if determined to be eligible, the fully executed NDA and instruction on how to access the Bidding Documents will be provided to that party. Bidding Documents will not be provided to any party who has not signed the NDA or has been determined not to be an eligible recipient of the Bidding Documents. Bidding Documents shall be treated as GPWC Confidential Information and subject to the requirements of the NDA and as detailed in Section 00 84 00 – Confidentiality.
Eligible recipients of the Bidding Documents will be provided instructions on how to access and download the Bidding Documents from a designated bid portal that will have controlled access limited to eligible recipients of the Bidding Documents that have a fully executed NDA. The designated bid portal will be updated periodically with addenda, lists of eligible recipients of the Bidding Documents, reports, and other information relevant to submitting a Bid for the Work. All official notifications, addenda, and other Bidding Documents will be offered only through the designated bid portal. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated bid portal.
With the Bidding Documents, eligible recipients of the Bidding Documents will be provided instructions on how to submit questions regarding the Bidding Documents through the bid portal. Questions will be answered by Addendum. No questions will be accepted or answered orally. All questions must be submitted in writing by September 19, 2025 at 5:00 PM local time in Joliet, Illinois.

Pre-bid Conference
​
​A pre-Bid conference for the Work will be held virtually on August 27, 2025 at 9:00 AM local time in Joliet, Illinois. Information on how to join the meeting will be shared with eligible recipients of the Bidding Documents. Potential Bidders are strongly encouraged to attend. Owner reserves the right to reject Bids submitted by Bidders who do not attend the pre-Bid conference.

Pre-bid Site Visit

​Potential Bidders will have an opportunity to view the Site in person at the dates and times identified in the Bidding Documents.

Instructions to Bidders
​
​For all further requirements regarding Bid submittal, qualifications, procedures, and contract award, refer to Section 00 21 00 – Instructions to Bidders that is included in the Bidding Documents.
A Project Labor Agreement is required for the Work. All Bids must provide for the payment of the applicable prevailing wages, which may include those required by the Illinois Prevailing Wage Act and/or the Davis-Bacon Act, and the highest applicable prevailing rate of hourly wages shall be paid to all persons performing the Work.
Bidders are advised that this Work is subject to the following based at least in part on requirements of the source of funding for the Work and location the work is being performed:

This Work has a goal for participation by Minority and Women Owned Business Enterprises of 26% and 6%, respectively. See Section 00 88 00 – Chicago Requirements for details.

Any contract(s) awarded under this invitation for bids are expected to be funded in part by a loan from the United States Environmental Protection Agency (EPA). The procurement must comply with the requirements of the Water Infrastructure Finance and Innovation Act (WIFIA). The Contract shall be subject to the provisions of the Prevailing Wage Act (820 ILCS 130/1 et seq.) and the Davis-Bacon Wage Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, to the extent required by law. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract.
